Our History
The National Road Transport Operators Association was formed in 1994 when the Long Distance Road Transport Association (started in 1948) and the National Transport Federation (started in 1986) decided to combine their respective strengths. From this partnership, NatRoad has developed into Australia’s leading Association for long-distance and regionally based road freight operators. In 2008, NatRoad merged with the Australian Road Train Association to create the largest and most powerful grassroots national representative organisation in Australia.

Scott Davidson – Chairman
Scott Davidson is CEO and major shareholder of QMC Logistics. QMC Logistics is a leading provider of refrigerated road freight services to the meat industry, with offices and depots across Australia. Scott has been a National Road Transport Association Limited Board member since August 2014. He holds directorship across several transport and agricultural enterprises.
Scott was appointed Chairman of the NatRoad Board of Directors in April 2019.
Paul Fellows – Vice Chairman
Paul has been involved in the Road Transport Industry since 1981 and with his wife Jenny, owns and operates a small bulk transport and grain storage business, based in Deniliquin.
He is currently joint deputy chair of Trucksafe and is focussed on promoting safety, compliance and professionalism within the transport industry.
Leslie “Leckie” Milne – Treasurer
Leckie Milne has been involved in the transport industry since the young age of 16. He has been a member of National Road Transport Association Ltd since 1988 and also a committee member of the Goulburn Valley Road Transport Group. Leckie is currently the director of two Shepparton based companies, operating heavy-duty haulage vehicles locally and interstate.
Leckie was appointed Treasurer of the NatRoad Board of Directors in June 2019.
Alan Magill
With early beginnings in family farming, Alan began driving trucks over 30 years ago. He is now responsible for a fleet of trucks servicing the rural bulk sector throughout the eastern states. Alan has had a strong involvement in NSW transport forums that cover issues such as regulations and reforms.
Alan was appointed Vice-Chairman of the NatRoad Board of Directors in June 2019.
Kellie Boland
Kellie has 25 years of direct experience with 30 plus years of indirect experience within the transport industry. She started out driving, interstate allocation and finally moving to fleet R & M. Kellie is a fellow director of Boland Transport – a small family business situated in Winton, Victoria specialising in steel cartage.
Kellie has been a member of NatRoad Board of Directors since August 2016.
Maggie Welsh
Maggie Welsh has been around in the industry for three decades. Being a former wife of an employee prepared her to become the wife of an owner-operator. Being the woman behind the scenes at Welsh Freight Services carrying general, hay and agricultural equipment gives vision to what the industry needs.
Maggie has been a member of NatRoad Board of Directors since August 2016.
Melanie Cosgrove
Melanie has a genuine interest in the transport sector and has been around trucks her whole life. She is currently the Business Manager for SRV Road Freight Services.
After several years spent working at Cummins and other truck dealerships, Melanie has this year embarked on getting her qualification as a heavy vehicle diesel mechanic and becoming SRV’s first female apprentice.
Melanie also performs the role of SRV’s Fleet and Compliance Manager for their 300+ unit fleet which operates NHVAS Mass, Maintenance and Advanced Fatigue Management providing general road freight services to the eastern seaboard.
Melissa Strong
Melissa Strong is a leading figure in Human Resource, Transport and Logistics.
With roots deeply tied to farm and country, Melissa’s understanding of agribusiness had become innate to what would only be the beginning of a successful career spanning over two decades. Since being appointed Manager of Safety, People and Culture for Lindsay Australia Pty Ltd, Melissa Strong has developed an entire culture of betterment and individual progress leading powerful solution-driven initiatives, targeting industry issues in recruitment, driver safety, an aging workforce and more.
Melissa was appointed to the NatRoad Board of Directors in September 2019.
Michael Kennedy
Michael Kennedy has been directly involved in the transport industry for over 45 years. He is the Founder and Managing Director of Kennedy Express.
Michael is a tireless advocate for the transport industry, especially the smaller operator. He hasn’t forgotten where he started and does not shy away from promoting operator’s and driver’s rights where needed.
He has been a NatRoad member since 1996 and a NatRoad Board member since 2005.
Tom Richers
Tom Richers, of Richers Transport, started his career in the industry as an apprentice diesel mechanic at the age of 16.
Combined with Tom’s driving experience, and a wealth of management achievement at several Richers sites, Tom has an all-rounded vision to support him as the Richers Transport’s Operations Manager.
Richers Transport (established 1935) runs the eastern seaboard of Australia, with the Company’s head office based in Maryborough, Queensland. The Company remains family-owned and operated. Tom is the third generation of the Richers family.
Tom was appointed to the NatRoad Board of Directors in 2019.
Troy Cook
With over 16 years’ experience in the road transport industry, Troy currently manages the fleet and the workshop/trade functions of Divall’s Earthmoving & Bulk Haulage, Goulburn.
Troy has a vast knowledge of compliance & maintenance legislations and works closely with drivers & Workshop Manager to enable the smooth scheduling of the fleet.
Troy was appointed as a NatRoad Director in September 2019.

Warren Clark, CEO
Warren Clark was appointed as the Chief Executive Officer of NatRoad in November 2015.
Warren brings more than 20 years of experience in leading and developing business for emerging companies specializing in the not-for-profit sector. A certified Chartered Accountant, he has held senior positions covering various businesses over the last 14 years.
Warren possesses a strong business and leadership record as CEO and has a deep understanding of the road transport industry in Australia.

The NatRoad Board of Directors is responsible for ensuring that NatRoad has an appropriate governance framework to ensure the creation, protection and enhancement of member value.
NatRoad discloses the following governance documents and information which demonstrate our commitment to effective and appropriate governance.
NatRoad Constitution
The NatRoad Constitution is NatRoad’s key governance document. The Board must ensure that it and NatRoad comply at all times with the provisions of the Constitution.
The NatRoad Board
The Board comprises a majority of independent Non-Executive Directors who, together with the CEO, have extensive commercial experience and bring independence, accountability and judgement to the Boards deliberations to ensure maximum benefit to members, partners and stakeholders.
NatRoad Working Groups
Working Groups are responsible for considering detailed issues and making recommendations to the Board. The Board has approved charters for each Working Group.

Invitation to participate in the NatRoad Annual General Meeting (AGM) and Board Election 2022.
Board Election
Nominations for the NatRoad Board of Directors (the Board) are now open. Members are encouraged to participate in the process by nominating for a Board position.
Board positions are member-elected roles with two-year appointment terms. Directors of the Board work closely with the NatRoad Secretariat and meet at least 4 times a year to consider matters that impact members and the road transport industry.
For a member to be eligible for election they must be a financial member of NatRoad at the date of nomination and seconded by a NatRoad member.
For the nomination to be accepted you will need to complete the nomination form and provide a brief 100-word statement detailing your relevant skills and experience.
The nomination must be received in writing by close of business on Friday, 8 July 2022 by email, fax or hard copy addressed to the Returning Officer. Please email [email protected], fax to (02) 6295 3500 or post to PO Box 3656, Manuka, ACT 2603.
