PBS: Back to Basics, the Scheme Explained

Performance-Based Standards (PBS) Scheme offers NatRoad members the potential to achieve higher productivity and safety via specific vehicle designs. PBS vehicles are designed to perform their tasks as productively, safely and sustainably as possible, and to operate on networks that are appropriate for their level of performance. The basic principle of PBS is matching the right vehicles to the right tasks.  This webinar explains the PBS scheme from the ground up; how to use the scheme to best advantage and how to ensure that the routes you want to take are available for the PBS vehicle you operate.

Steven Miller: Director Service Delivery

Steven started in the role of Director Service Delivery at the NHVR in July 2020. Steven came to the NHVR with experience in the leadership of service delivery and support functions across a broad range of commercial and not-for-profit industries including national and international transport organisations. Since joining the NHVR Stevens focus has been on the transformation of the Service Delivery functions to deliver exceptional customer outcomes by focusing on the development of people and improvement of processes and systems. Since joining the NHVR Steven, under the Service Delivery function, has brought together Access, Accreditation, PBS Operations and the Contact Center to form a combined Service Delivery function.

Rochelle Mathews: Manager Access

Rochelle has been employed with the NHVR for 8 years, starting her career in the Access team in January 2014. Starting as an Access Facilitator, Rochelle quickly progressed to Access supervisor before taking on the Access Manager role in 2020. Rochelle brings a proven focus on people and continuous improvement initiatives for the access team, road managers the heavy vehicle industry. She has been involved in significant milestones including the roll out of the NHVR portal and return of delegations to the NHVR. She collaborates and maintains relationships with her stakeholders to achieve the best possible outcome. Rochelle has excellent knowledge of the HVNL and road access requirements and she’s committed to upholding the NHVR values and providing an excellent customer experience for all internal and external stakeholders.

Les Bruzsa: Chief Engineer

Les, a Fellow of Engineers Australia, is highly-regarded nationally and internationally for his contributions to the transport engineering industry in the areas of heavy vehicle dynamics, Berformance Based Standards (PBS), computer simulation and heavy vehicle technology. His background involves more than 35 years’ experience in various fields of the road transport industry both in Australia and in Europe. Les has been with the NHVR since January 2013. In his current position, Les is providing engineering, technical and policy leadership on the advancement of heavy vehicle productivity and safety initiatives. He is leading the continuous improvement of heavy vehicle regulations and standards and overseeing a broad variety of engineering and technical activities within the NHVR. He has been at the forefront of advocating for PBS since the early 2000s, taking a leading role in pushing the boundaries of innovation necessary to manage the increasing freight task. In September 2017, Les won ATA’s prestigious Castrol Vecton Industry Achievement Award. The award, which recognises technical innovation and achievement within the Australian trucking industry, acknowledged Les’s passion and expertise as Australia’s foremost authority on high productivity freight vehicles.

Elle Petlivanova: Safety Standards Advisor, PBS Operations

Elle has been with the NHVR since 2013, when she started in the PBS team in a newly formed Regulator. Starting as a PBS Facilitator, Elle has worked her way up to now leading the PBS Operations Team. Elle has been one of the founding members of the PBS team, where she played a key role in building and establishing all operational processes and workflows of PBS Operations within the NHVR. Elle has a strong engineering background and an in depth understanding of underlying engineering performance principles of heavy vehicles as well as experience in heavy vehicle simulations. Elle has a passion for the heavy vehicle industry and is committed to improving the safety and productivity of Australia’s heavy vehicle fleet.
