The Heavy Vehicle National Law (HVNL) Review consultation RIS was published today. The RIS sets out a suite of options for the future law and analyses the impacts they might have. NatRoad with its members, needs to consider the reform options and advise the NTC what the preferred reforms are. The RIS is available here.

The Heavy Vehicle National Law is not fit for purpose. It is too long and constitutes poor regulation, especially in relation to fatigue management and access. The next step is to get reform going.

Because it is a first-principles review of the HVNL – a law of some 800 sections, with five supporting regulations – the RIS is relatively long and complex. The NTC will shortly publish a complementary document that is designed to help stakeholders quickly get a picture of how a future HVNL could work. That document is welcomed.

Consultation is presently open-ended, given current travel restrictions. NatRoad will consult actively with our members.
