The theme for this Forum is ‘On-road behaviour’, with the National Transport Commission presenting on its findings on driver distraction and proposed government reforms. The Victorian Police will present on enforcement of the National Heavy Vehicle Law and other laws in Victoria. Distraction is nationally recognised as a critical road safety risk that needs to be addressed effectively. The current Australian Road Rules only regulate the use of mobile phones and visual display units and are quickly becoming outdated. The National Transport Commission has developed a technology-neutral regulatory approach for regulating driver distraction.

Luis Gutiérrez is the Safety Manager at the National Transport Commission with previous experience in transport and infrastructure policy advice in two state governments. In his current role, Luis is leading the development of a technology-neutral approach for regulating driver distraction.
